Public Notice of Intent to File a Passenger Facility Charge Application

Meridian Regional Airport

In accordance with US Department of Transportation, Federal Aviation Administration 14 CFR Part 158 Passenger Facility Charges, the Meridian Airport Authority as owner and operator of Meridian Regional Airport has authority to Impose and Use a Passenger Facility Charge (PFC) as specific in 14 CFR Part 158.

 

Prior to submitting this application to the Federal aviation administration (FAA), the Airport Authority is required to provide the following public notice and opportunity for public comment.

 

The total PFC charges that will be applied for in the application is $640,185. A brief description of each project and justification is provided below:

  • Rehabilitate Runway 1/19– Rehabilitate 10,003’ x 150’ of runway 1/19 for military, commercial, general aviation use. This runway was last overlayed approximately 22 years ago and beginning to show signs of wear. Estimated PFC Revenue used for this project $250,000.

  • Rehabilitate Taxiway lights – rehabilitate and replace 18-20 year old taxiway lights with energy efficient LEDs. Estimated PFC Revenue used for this project $6,090.

  • Rehabilitate Taxiway D – Rehabilitate Taxiway D. This concrete taxiway is approximately 26 years old and is due for joint sealing and repairs. Estimated PFC Revenue used for this project $1,862.

  • Airport drainage study & prioritization – The majority of the existing airfield drainage dates to World War II. A drainage study is necessary to prioritize airfield drainage repair needs. Estimated PFC Revenue used for this project $4,385.

  • Replace emergency generators- replace 3 emergency generators providing emergency power to terminal operations, airfield lighting and airfield access control. Estimated PFC Revenue used for this project $12,500.

  • Replace PAPI lights – The runway 4/22 PAPI lights were installed in 1994, this project will replace the existing PAPI lights with reliable and energy efficient LEDs on runway 4/22.  Estimated PFC Revenue used for this project $2,500.

  • Rehabilitate Taxiway A crossing 4/22 – Reconstruct a section of Taxiway A where crossing runway 4/22 (approximately 1,250 sy). This 26 year old section of Taxiway A has begun deteriorating due to use of heavy aircraft crossing. Estimated PFC Revenue used for this project $11,684.

  • Rehabilitate Taxiway A and Taxiway C- Sections of Taxiway A and Taxiway C are 21 years old and is showing signs of wear. Estimated PFC Revenue used for this project $150,000.

  • Reconstruct Taxiway B north of C – reconstruct approximately 1,500 lf of Taxiway B north of Taxiway C for ga and commercial users. This section of Taxiway B is 22 years old and is due for rehabilitation. Estimated PFC Revenue used for this project $64,632.

  • Rehabilitate (remark) Runways and Taxiways – rehabilitate marking on all runways and taxiways. Estimated PFC Revenue used for this project $16,532.

  • Rehabilitate GA Apron – Portions of our GA Apron were last rehabilitated in 1981. The pavement is deteriorating and generating FOD. Estimated PFC Revenue used for this project $120,000.

In order to provide funding for the projects listed, the Meridian Airport Authority will impose a four dollar and fifty cent ($4.50) PFC charge per enplaned passenger. The current PFC charge expiration date is June 30, 2024; the effective date of the new charge will be July 1, 2024 and the estimated new charge expiration date is January 31, 2032 based upon current enplanement figures of approximately 19,250 passengers per year.

As required in 14 CFR Part 158(a)(3), the Airport Authority has scheduled a consultation meeting to be held at 11:00 AM Central time on February 24, 2020 in the conference room of the Key Field Airport Terminal Building at 2811A Airport Blvd. South, Meridian, Mississippi 39307 for further review of the projects with the air carriers.
